VESSEL REGISTRATION IN THE
REPUBLIC OF PANAMA

A very important area of Garrido & Garrido’s professional practice is our maritime orientation, which is only logical given that the Republic of Panama is the country with the world’s largest merchant marine fleet.
This is a result of:

  1. An open vessel registration system.
  2. A friendly legislation
  3. A sophisticated procedural system.
  4. The existence of the Panama Canal and, in general terms, its multiple advantages.

We are in a position to offer you the legal services of vessel registrations, marine registries, ships’ mortgages, charter parties, carriage of goods by sea contracts, among others.

DOCUMENTS REQUIRED FOR REQUESTING A VESSEL REGISTRATION:

Anyone who wishes to register a vessel under the Panamanian flag must comply with the following requirements:

  1. Bill of Sale and Acceptance of the sale on the part of the buyer.
  2. Constructor Certificate and Acceptance of delivery on the part of the owner (in the case of newly constructed vessels).
  3. Certificate of Cancellation of previous registration. This document is a certification of the fact that the previous vessel registration has been officially canceled. This document is issued by the pertinent authorities of The Merchant Navy of the country where the vessel was previously registered (this document is not necessary in the case of a new vessel).
  4. Power of Attorney granted by the owner, allowing for representation of the vessel before the authorities in the Republic of Panama.
  5. Tonnage Certificate issued by the Classification Society in favor of the Republic of Panama, according to the standards established by the International Convention on Vessel Tonnage of 1969.
  6. Photocopy of the service contract signed with the company that will handle the vessel's radio accounts.
  7. Radio transmission license application duly completed.

The documents listed in numbers 1 through 4 above must be duly notarized and the Public Notary’s signature should be duly legalized before the Panamanian Consulate in the place of expedition, or should bear the Apostille Seal, according to the Hague Convention of 1961.

Once we have received all the documents and information requested we will proceed with the filing of the application, prior the payment of governmental fees.

The Maritime Authority of the Republic of Panama will proceed to issue a Provisional Registration Patent valid for six (6) months and a Radio Transmission License valid for three (3) months. During this period of time you must proceed to forward to our law firm all of the original documents detailed above, in order for the Maritime Authority of the Republic of Panama to issue a Permanent Registration Patent.

The Vessel registration proceedings are completed within a day.
